If you're in a tent you're outside. If you're in a house, you're inside. But the house is outside. If you're in a house with no ceiling, you're inside. If you're in a house with no ceiling and a wall blown out, you'd probably still be considered inside. But if there is no ceiling and at least two walls blown out, you're outside. I'm pretty sure of that.
